This was the same individual who had been removed from the area the previous day, 08/19/2026, following intervention by Rapid Response and Portland Police. At approximately 7:26 AM, Officer Perry contacted Rapid Response regarding JP’s return and the newly established campsite. Rapid Response directed Officer Perry to contact the police. At approximately 7:30 AM, Officer Perry contacted Portland Police through the non-emergency line. At approximately 7:36 AM, dispatch advised Officer Perry that a unit would approach the location as soon as possible. Officer Perry also provided information regarding a prior incident involving JP, in which damage was reportedly caused to Stephanie Draper’s vehicle. The reported case/reference number is 26-235976. The incident involved the slashing of tires belonging to the Program Manager of Workplace and Community Safety Risk Management. At approximately 7:45 AM, Officer Perry received a call from Portland Police from a blocked/no-caller-ID number. Officer Perry was advised that officers could not take action because JP was currently on public property. Officer Perry noted that Portland Police had responded to the area the previous day and directed JP to leave the Old Town Recovery Center premises. On this date, however, officers did not physically approach the campsite to assess the situation. Instead, according to Officer Perry, the officers remained stationary in their vehicle across the street and communicated from that location. JP remained in the area and had established a campsite along the Old Town Recovery Center property line despite having been removed from the premises the previous day.
